Toby Ziegler is a prickly, abrasive, bearded man
with a chip on his shoulder. He has a past he rarely speaks of and a discouraging countenance. In spite of that,
he believes in honesty and honor, and saying the truth for the sake of change and not for the sake of great oratory.
Though somewhat of a downer, he is human and he believes in what is good and just. He believes in reform. He believes
most of all, though, in the people that he works with. He believes that if anyone can change the world, they can.
He is not close to very many people, with the exception of C.J. Cregg and to some extent Sam Seaborn for reasons passing understanding.
